ซึ่งจากรายงานของสำนักสถิติแห่งชาติพบว่า การอ่านหนังสือของเด็กไทยจากเดิม 52 นาทีต่อวัน เหลือเพียง 39 นาที เนื่องจากเด็กและเยาวชน ส่วนใหญ่ใช้เวลาไปกับการเล่นคอมพิวเตอร์และดูโทรทัศน์มากขึ้น คณะกรรมการส่งเสริมการอ่านเพื่อเสริมสร้างสังคมแห่งการเรียนรู้ จึงกำหนด "วันรักการอ่าน" ขึ้นมา เพื่อรณรงค์และปลูกฝังให้เด็ก ๆ และเยาวชนหันมาอ่านหนังสือมากขึ้น
